Yes, you read that right, this is a cloning center. The scientists here take a strand of DNA from one of your beloved Pokémon and put it through a big, powerful machine. There is a small chance of an exact clone of your Pokémon appearing in the room next to the machine when it's done with its work. The room is specifically so that larger Pokémon won't get stuck in the tiny chamber on the machine itself that was originally where the Pokémon would appear, as that might break the machine again. There are absolutely no refunds if the machine doesn't work, so be careful!
